Historical Development of the Unit
The initial regulation that allowed the establishment of a "Research Fund" within universities, under the rectorates, to support scientific research projects was introduced through Article 58 of Law No. 2547 on Higher Education, dated 04.11.1981.
Shortly after this regulation, the "Scientific Research Projects Coordination Units (BAP Units)" were established under the Higher Education Institutions Scientific Research Projects Regulation, published in the Official Gazette No. 24722 on 10.04.2002, following the amendment of Article 58 of Law No. 2547 by Law No. 4684.
With the enactment of the regulation published by the Council of Higher Education (YÖK) titled "Principles and Procedures for the Transfer, Use, Accounting, and Operation of Funds Allocated for Scientific Research Projects in the Budgets of Higher Education Institutions to a Special Account," effective from 01.01.2009, these units were officially named "Scientific Research Projects Coordination Units." The management of these units was assigned to a coordinator appointed by the senior executive.
According to the relevant regulation, the purpose of establishing these units is defined as the evaluation, acceptance, and support of scientific research project proposals in higher education institutions, as well as the execution, monitoring, and conclusion of related services.
The Scientific Research Projects Coordination Unit is responsible for conducting tasks related to the evaluation, acceptance, and support of scientific research project proposals managed by faculty members and researchers who have completed their Ph.D., medical specialization, or proficiency in arts education. The unit also oversees the execution, monitoring, evaluation of outcomes, and dissemination of results to the public. This responsibility is based on the Higher Education Institutions Scientific Research Projects Regulation, issued in accordance with Article 58 of Law No. 2547 on Higher Education.
