BAP Commission’s Incentive Reforms Lead to a Significant Increase in Project Applications

Dear Researchers,

Concrete outcomes have begun to emerge from the incentive-oriented regulations implemented by the Scientific Research Projects (BAP) Coordination Unit of Şırnak University in order to facilitate researchers’ access to project processes, enhance scientific productivity, and strengthen the research project culture within the university.

In line with the practices implemented under the decision numbered 26/03-08, adopted by the Scientific Research Projects Commission on 24 April 2026, significant regulations were introduced, including the simplification of project application procedures, increased flexibility in ethics committee processes, reduction in the number of proforma invoices required during project applications, publication performance-based budget incentives, and the expansion of scientific meeting support mechanisms.

During the most recent meeting of the BAP Commission, the effects of these regulations were evaluated based on measurable data. It was determined that, in the first application period of 2026, the number of project applications increased threefold (a 200% increase) compared to the same period of the previous year.

In the Commission’s evaluation, it was emphasized that researcher-oriented incentive mechanisms have had a positive impact on project application motivation. In particular, the simplification of application procedures and the implementation of a scientific output-oriented support model were found to contribute significantly to researchers’ project development processes.

Furthermore, not only the increase in project application numbers, but also the growth in scientific publication outputs generated from supported projects has begun to be monitored as a key performance indicator. Within this framework, the BAP Commission will regularly monitor project application numbers, supported project types, project completion rates, and publications derived from funded projects, and these indicators will be systematically evaluated as measurable performance metrics within institutional quality improvement processes.

The Şırnak University BAP Coordination Unit will continue its efforts to strengthen the university’s scientific capacity through researcher-friendly practices and output-oriented support mechanisms.
